The pressure is supposed to change as it goes up

A graduated compression sock isn't evenly tight. It's firmest at the ankle and eases off gradually as it travels up the calf.

That gradient is the whole design. Blood coming back up from your feet is working against gravity, and your calf muscles are the pump that helps move it. Every step you take squeezes that pump.
